”Green” Cities as a “Soft Power” Tool in the Foreign Policy of the USA and the EU

This paper examines the role of "green" development in "soft power" of the U.S. and the EU. Along with the theoretical principles of development of "global city", it reveals the present ecological situation in the United States of America and in the European Union. Correspondingly, the analysis discloses the crucial elements that influence the factors of "soft power". It also shows cities begin to act as an independent actors in international affairs and that the influence of the "green" is increasing.
