A.Y. Kostylev Institutional framework of charity of refugees in Russia during the World War I The aim of conducted research is consideration of the topic of war refugee in Russia, analysis of legal regulation of the problem of mass war refugee in the Russian Empire during the war, and the analysis of activities of the bodies of the State and charitable organizations to assist refugees and their families. The main purpose of the research is the analysis and comparison of the effectiveness of bodies of the state and public organizations in the field of refugees charities. The main objectives of the study are: An analytical study of the military refugee in Russia; -comparison of activities of state bodies and non-governmental organizations in assisting refugees; -General conclusions on the work of the state and non-governmental organizations to assist refugees. Based on the study, involving a desk review and analysis of scientific articles, monographs, as well as documentary sources relating to the period of World War I and covering the refugee problem has been found: - During the First World War, considerable work on the legislative settlement of the refugee problem has been done in Russia; - War refugee in Russia took serious proportions, and government agencies and non-governmental organizations have made great efforts for the reception and adaptation of refugees, thereby showing the date today an example for solving the problems of refugees in the modern world.
