Cooperation in Information and Communication Technologies (ICT) in Malaysia’s Current Policy in East and South Asia

A major trend that reflects Malaysia foreign policy at the present stage is balancing between two geo-economic and geopolitical centers of power – the US and China. The parallel participation of Kuala Lumpur in two mutually exclusive economic initiatives – the US-led Trans-Pacific Partnership (TPP) and actively promoted by China and ASEAN Regional Comprehensive Economic Partnership (RCEP) confirms the thesis. In the foreseeable future, competition between Washington and Beijing over trade, investment and economic markets in Southeast Asia will grow, what potentially makes Malaysia a main beneficiary of this «confrontation». The Republic of Korea, Japan and Vietnam (in modern times) are examples of countries whose policy of balancing has led to the creation of powerful innovative potential, the development of high technology sectors, integration in global value chains in the Asia Pacific region. At the current foreign policy course Malaysia may follow suit of these countries.

In addition, taking into account the dynamics of increase in technological capabilities, Malaysia in the mid-term has the potential to become the locomotive of integration processes in South-East Asia, and along with Singapore a key exporter of an «innovative model of development». This fact is crucial in terms of creating an ASEAN Economic Community, the sequential movements of Southeast Asian countries to the formation of new technological poles.
