The paper presents the reconstruction of the imperial governance strategy formation on the territory of the Kingdom of Poland during the 1831-1843 years. It was formed by the Russian emperor Nicholas I and his cabinet. In these years the structure of the imperial public administration was actively reformed and two new political institutions – III section and special committee for the affairs of the Kingdom of Poland became responsible for the governing the Kingdom and for redesigning of the governance strategy. The content of the paper is based on the archival documents and imperial legislation, which allowed fixing and describing the structure and character of the imperial governance strategy. The found documents helped to understand the role in this process of the imperial institutional network represented by III section, which was responsible for the assemblage of the police control and by the special committee, which was responsible for the design and structure of the administrative system.
