The Administrative Agreement: its Place in the System of Administrative Law Sources

In their work author consider a problem of systematization of administrative law sources and a place of administrative agreements in this system. The author analyzes works and opinions of many scientists, who investigate administrative agreements. In the process of investigation there were used different methods: analysis and synthesis, induction and deduction, system analysis, abstracting, special legal methods and specific scientific method. The author suggests a model of system of administrative law sources, which has an intermediate position of the administrative agreement. Also the author suggests a definition of the term “administrative agreement”. In his opinion, the administrative agreement can be signed by a non-governmental subject. It had become possible after the adoption of Federal act of 27th July 2010 №210-FZ “Ob organizacii predostavlenia gosudarstvennyh i municipalnyh uslug”, which created a system of multifunctional centers in Russia. Also the author tells about tendencies in the development of norms of administrative agreements in Russia and abroad.
