Municipal Authority and Problems of its Engagement with Civil Society

The research contains the comprehension of the federal legislative regulatory issues, implementation of this regulation at the regional and local level, the essence of municipal authority and its place in cooperation with civil society and the development of proposals for improvement of federal legislation and it’s practice. For these purposes the realization of direct democracy’s measures in the implementation of local self-government have been analyzed, reasons of the existing problems in this area have been identified.
