Evaluating Performance of Public Expenditures: a Case of Healthcare in the Russian Regions

This paper presents e ectiveness analysis in healthcare funding in all regions of the Russian Federation. The main focus is on di erent methods of evaluating the e ectiveness in various projects: DEA (Data Envelopment Analysis), SFA (Stochastic Frontier Analysis) and the regression analysis. Analysis of result will assess the application of each methods for evaluating the e ectiveness of healthcare nancing in the context of regional di erences in Russia. Result of the research is information about the features and performance that a ect the state of the healthcare industry, it is possible to determine the extent of improvements through careful planning of the nancial component of the state and regional policy of the public sector.
