The work is devoted to investigation of current issues involving the scientific and technical capacity of public educational and research institutions in the economic cycle. The model of the under study phenomenon and conceptual approach to its analysis are developed, the primary hypothesis on that basis put forward issues of commercialization of results of intellectual activity of Russian universities, which have been tested by the expert community. The applied nature of the work is expressed in the practical applicability of the proposed model for studying the processes of direct transfer of university R & D results (among other assets) in the commercial sphere, and for the study of other topical issues of the innovation agenda, including those related to the design of an appropriate institutional environment.
