Features of Legal Regulation for Taxation of Financial Elements of the Shadow Economy

Organization of taxation of the shadow economic activities in a situation of the economic instability in Russia - one of the ways of settlement of economic and legal problems of the Russian Federation. The shadow economy, as the economic and social phenomenon, can be seen as a reaction to economic entities on the current State management system. The imperfection of the legislation, in connection with the changing trends, existing in the life of society, contributes to conflict of government and civil society, to implement the protection of their interests. Research paper reveals the essence of the shadow economy, the problem of international and national consolidation of a unified approach to the definition, characteristics and elements of shadow economic activity. Analysis of the different approaches to the legal development of society and the improvement of legislation to create a balance of interests of the state and civil society. The perspective of study is to propose the development of a new social contract between state and society, creating the conditions for the economic and legal development of the Russian Federation.
