Local Government: Problems of Legal Regulation and Implementation

The paper deals with the problematic aspects of the legal regulation and implementation of a local Government in the Russian Federation. Analyzed legal acts regulating the relations arising in the process of organizing and holding of the local Government. Studied the main historical stages of development of the institute of local Government in the state. In addition, the article examines the practical use of the local Government, as well as the peculiarities of use. And revealed the necessity of making changes in existing legislation in respect of the initiation phase of a local Government and other procedural moments. In particular, it is proposed a significant simplification of the procedures for initiating a local Government, resulting in reduced period of its implementation, and considered a form of direct realization by the population of local Government more accessible to citizens. The paper contains a proposal to expand the list of issues on which to hold local Government possible. Also, the text describes the different legislative proposals, which the authors believe will have a positive impact on the development and application of the said institution in the Russian Federation.
