The research reported in this paper is aimed at the explanation of the value multiplicator P/E for Russia – with the mean below each value of P/E for each developing and developed country – had been having over a period 2005-2016. Since currently the evaluation of underestimation/overestimation is conducted through historical average, which does not factor in the possibility of the elements to change, we devised a model to determine.
