Methodology of Foresight Evaluation

Foresight results depend on the process of its conduction. Therefore, foresight process should meet certain requirements in order to have reliable and trustworthy results. This paper provides the matrix of foresight requirements. It combines requirements for foresight project and is useful for certification and evaluation of foresight process. The matrix is created using systemic view to foresight process on the basis of foresight elements and stages. Each entry of the matrix describes a particular element at a particular stage of foresight process, which are interconnected and complementary. As a result, all entries, when combined, formulate requirements to foresight process. Requirements are developed on the basis of literature review on the topic of foresight evaluation, experience of evaluation of large-scale foresight projects and interviews with representatives of companies, which can potentially be interested in foresight. The matrix is applied to formulate foresight project specification for subsidiary of VTB Group, a Russian state-owned holding, providing financial services. The specification includes scope, conceptual framework and expected results of the project. The matrix of foresight requirements is supposed to be useful for a wide variety of actors, including organization, conducting foresight, and researches, for foresight process development, certification and evaluation.
