Comparable Efficiency of National Innovative Projects in Fuel and Energy Complex

Due to the development of energy efficient technologies and alternative energy sources, the emergence of cheap hydrocarbon production technologies significantly increased the uncertainty of the development of the Russian economy due to its specialization in the field of energy exports. Also direct competitors in the field of technological development, along with the developed countries are developing some CIS countries. Toughening of struggle for the key factors of competitiveness of the innovation system - a highly qualified workforce and investment are the cause of human capital outflow from the country, technology, ideas and capital. Many countries including the United States, Japan, European Union, India, China and Brazil as the anti-crisis measures are considered investment in technological development. At this time the issue is most relevant for Russia, and one of the tools of such a development are national projects in the fuel and energy complex. These projects have the greatest multiplier and give a significant economic effect on the scale of a country or the world. However, countries should be guided by the best set of criteria and indicators have an effective methodology for evaluating the economic efficiency of the project in the selection of such projects, federal executive authorities. Moreover, the results obtained and the further implementation of the national project depends on its assessment methods. The current foreign experience allows for data analysis methods, to select the most important indicators of the efficiency of the project that are worth paying attention to the selection of the project and to make a comparison with the order of realization of such selection in our country. By studying best practices, are becoming apparent assumptions and shortcomings, which realized this project evaluation, which undoubtedly requires detailed improvements to domestic criteria and methods of selection of national projects in the fuel and energy complex.
