Once institutionalized, the Comprehensive Approach to External Conflict and Crises became a kind of "critical juncture" "in the process of CSDP development. It not only offered a new guiding principle for the cooperation of countries and institutions in foreign policy, but also set new strategic flagships for the EU. The research has demonstrated that due to the inclusion of a wide array of tools and policies that had preciously been under authority of distinct institutions, the Comprehensive approach allowed for such communitarian bodies as the EEAS and the European Commission to get a more active stance in CSDP. Nevertheless, the basic decision-making principle of the policy is still unanimity, which testifies for the rigid, resilient to change nature of institutions.
