Comparative Analysis of the Activities of State Institutions and Non-profit organizations at the Market of Social Services

At present in Russia there is active development and implementation of measures aimed at increasing the participation of non-profit sector in providing social services: creating conditions for expanding of access of non-profit organizations to the budgetary financing; the establishment of mechanisms for support of non-profit organizations providing social services. The non-profit sector operates everywhere in the social sector and providing services to the population. The main advantages of non-profit organizations are able to respond quickly to the needs of specific population groups, as well as emerging issues and opportunities, low administrative costs, the ability to engage in social sector innovation, volunteers, co-financing. Finally, non-profit organizations provide jobs for the working population, thereby reducing the unemployment rate and solving partially the problem of employment . However, at the present time, the potential of non-profit organizations as providers of social services is not disclosed sufficiently. Therefore, at present the assessment and comparative analysis of activities of state institutions and non-profit organizations in the social sphere become more popular and relevant. In this paper there is a study which purpose is to compare the quality of rendering social services non-profit organizations and public institutions, and development of recommendations aimed at improving the mechanism of granting of social services non-profit sector.
