This study is devoted to exploration of possibilities of an international regime on cybersecurity. The scope of analysis is limited to three countries – US, Russia and China, as seen as comparable and competitive cyber powers. These countries also transmit their own models of possible agreement – an intergovernmental treaty or a global agreement on norms of behavior in cyberspace. The case study of UN GGE report of 2015, where each three countries have representatives, will help to trace dynamics of finding common grounds for contentious issues that arose from different views on what is cybersecurity and how it should be ensured. Moreover the study analyses the perspective of an alternative model for international regulation of cyberspace which implies participation of other stakeholders – IT industry and civil society.
