The present research is an attempt at studying the interaction between regional elite and opposition. Comparable and case study methods were used in this research in order to define differences in choices made by regional authorities. Main factors affecting the choice of regional authorities between cooptation and neutralization in relation to systemic opposition in Russia were determined.
