The phenomenon of regional expert ratings appeared simultaneously with the development of the diversity of regional political processes. The development of ratings depended on the regional policy of the centre. The attitude of the scientific community to the ratings and their role in the regional political process is ambiguous. On the one hand, the ratings are intended to be some objective indicators of gubernatorial activity , on the other hand – the ratings' creators are accused of a simple representation of the centre's attitude towards regions. However, the certain mission of such ratings is undoubtful. Thus, neither quality nor objectivity measures of ratings are not anticipated in the current investigation. The reaserch purpose is to determine the role of ratings in the regional policy of the centre.
