Development of Goal-Setting System in the Implementation of State Programs

Implementation of management-oriented results in the Russian Federation is directed to solving problems related to the proper allocation of resources and monitoring the efficiency of their use. However, due to the short period of its use, there are problems with the development of programs and their assessment, these problems interfere its successful implementation in practice. Existing methods for evaluating programs allow drawing conclusions about their effectiveness by analyzing the processes occurring at the stage of its implementation. However, the planning stage of the program is also important, since it determines the realization of the subsequent stages of result-oriented management, and the results. The problem is that the methodical recommendations on the federal and regional levels for the development of state programs is not given enough attention to the correctness of the construction of goals, targets and indicators of program performance. In this regard, in this work was developed its own methods for assessment of the balance tree of goals and indicators of the effectiveness of government programs and the program of social and economic development. On this basis, using the method of tree objective, study was conducted. The results of this study are presence of problems such as violation of hierarchical, integrity tree objective and semantically incorrect formulation of goals and performance indicators. These results can be used to improve the goals, objectives and performance indicators of the state programs. Proposed methods can be applied in other regions of Russia.
