Design of Information System Interaction Models in the E-government Infrastructure

Main goal of work - analysis of the Russian Federation in the current state of e-government infrastructure and design of information systems interaction models within the e-government infrastructure. During the work were researched processes of information systems interaction within the e-government infrastructure and designed models of the interaction organization. The study analyzed the legal and regulatory framework governing the use of information and communication technologies in the Russian Federation as a whole and the functioning of e-government infrastructure in particular. It was studied the best international experience of governance processes using ICT. Also, the components of e-government infrastructure were investigated, operating in the Russian Federation today. Taking into account the legal constraints, as well as taking into account best international practices, using systems analysis, information modeling, as well as on the basis of an architectural approach, the business model has been designed taking into account the different channels of interaction; Information and data model of e-government infrastructure, a model of efficiency and effectiveness, as well as data transfer model. The models revealed a number of shortcomings in the existing e-government infrastructure. The results can become the basis for the target architecture of e-government of the Russian Federation, which will significantly increase the efficiency of public administration processes, the quality of citizens life and business conditions.
