Topic: "Professional competence in public administration"

This work aims to study the professional competencies in models of competencies of civil servants in the context of the competencies laid down in the Federal State Educational Standard in "Public Administration". The structure provides an introduction, three chapters, conclusion, bibliography, and six applications. The main purpose of the study - to identify appropriate professional competence laid down in the FSES HE with professional competencies in the competency model of civil servants. To achieve this goal the following tasks were solved:

• the evolution of the emergence of the concept competence, given the author's definition of professional competence;

• differentiated similar within the meaning of the concepts of competence and competence;

• reviewed existing scientific approaches to understanding the competencies identified their advantages and disadvantages with respect to the specifics of public administration;

• disclose the concept and essence of the competence approach;

• identify problems when entering the civil service;

• examine legal regulation of the qualification requirements for civil service positions;

• carried out assessment of professional competence laid down in the FSES HE the direction of preparation "Public Administration (level" Bachelor ") and professional competencies in models of civil servants.

              The present study was chosen sphere of public administration, namely professional work of civil servants in Russia. The subject of the study were the professional competence of the state civil servant.
