The Concept of Development of Mobile Payments in Russia: Legal Aspects

Current master thesis was done in the framework of the research of the legislation on the national payment system and regulation of electronic payments in Russia and foreign countries In the modern world wireless technologies are developing intensively. Mobile payments in many countries are widespread, requiring public authorities to introduce a legal framework for the market. Legal regulation is in the interest of security, accessibility and transparency of mobile payments. The study examines the experience of several countries on the legal regulation of mobile payments and electronic money, as well as carried out their comparative analysis. The work also addresses and analyzes the strengths and weaknesses of Russian legislation with mobile payments and electronic money, and proposes solutions for the development of legal procedures and reforming of the existing normative acts in the area. The first Chapter tells about the history of the emergence and development of mobile Commerce and electronic money in Russia and in the world. The article considers international experience of development of normative legal base of regulation of this segment and a comparison between different countries. The second Chapter relates the forecasts of development of technologies in the industry and develop recommendations on reforming domestic legislation in the field of National Payments System. According to the results of the study, concluded that the national legislation in the field of electronic money and mobile payments is operating effectively. But however, requires the development of individual regulations at the level of amending the existing normative acts and the adoption of new bylaws.
