Concept and Features of E-Procurement in Russian Federation

The last 10 years, the Russian legislation, governing the procurement, significantly changed. In view of the growth of volume of e-procurement, and in view of the main course of transfer of all public procurement in electronic form, is it important the formation at all parties involved in the procurement process, a common understanding of meaning of e-procurements, and appropriate using of electronic tools are used in. The author assumes the proposition that supplier selection process in electronic form have a number of significant advantages over the procedures, conduct which is carried out in paper form. The author explores the concept and features of procurement in electronic form in the Russian Federation, with special attention to the relations of subjects of the Law № 44-FZ and the Law № 223-FZ, ie the category of customers, for which there is a special legal regulation, because of their special status. An integral criterion for e-procurement is to use a set of electronic tools such as e-business marketplace, electronic workflow and electronic signature, associated with the latter. The study analyzes in detail the legal and applied nature issues related to the use of electronic tools in e-procurement and in this context, the author compiled recommendations. With the applicable methods of scientific research, the author makes an appropriate conclusion, wherein forms the study findings.
