Factors Determining the Role of HR Service in the Russian Companies

In this paper we studied factors determining roles of the HR service in the Russian organizations. The research background is the lack of knowledge about Russian companies in this field. The study is based on data collected with the use of questionnaire of the international research network of human resource practices CRANET in 2014-2015 in Russia. Due to the lack of indicators characterizing the administrative role of HR-service, the analysis is focused on its strategic role. The results showed that the strategic role of human resource management service is related to such organizational factors as size, age of the company, unionization, the presence of prescribed business strategy. The characteristics of the HR service such as the number of its employees, sharing of responsibilities with line managers in fields of recruitment and selection, training and development; outsourcing of pensions calculation and payment and HR call center service also influence on its strategic role ., The recommendations for top and human resource managers of Russian companies were elaborated in accordance with research results.
