Problems of Ensuring Public Needs in Transport and Potential Solutions

This study focuses on assessing the effectiveness of the procurement practices of entities of Laws № 44-FZ and № 223-FZ, in the framework of public and corporate needs in public transport. Despite the availability of industry-specific aspects, it appears that there are common principles for the procurement of state (municipal) and corporate needs, and their implementation contributes the achievement of the objectives of procurement, such as the selection of the products with best quality, budget savings, stimulating the domestic auto industry. This study investigated the procurement practice of last years in specific industry - purchase of transport, with reference to the relevant national and regional programs of subsidies, as well as in the context of transport infrastructure development programs of the participating regions of major international events. Research materials may be used as part of the formation and modernization of customers' systems of transport procurement.
