Weak motivation of scientists is one of the key problems of the Russian science in the Russian healthcare system. The priority task for the development of medical science is to develop a set of measures to motivate and encourage research activities in the field of health care worker, taking into account the non-material and material tool of motivation. Despite the creative nature of the work of researchers, this work can and should be encouraged. Non-material stimulation system needs to be developed, because there is successful international experience. In recent years, the leading Russian research institutes are developing and implementing their own system of effective contracts, but until now this area has not affected health care system. The purpose of the work is the development of the system of personnel motivation and stimulation of work of employees of scientific and research organizations in the health care sector. Object of research: Scientific research personnel in the health sector of the two federal heal care institutions. To meet the challenges of non-motivation of staff existing documentation of the organization (staffing, an annual scientific report) was analyzed as well as quantitative and qualitative researches were the conducted. Besides implementation of an effective contract is estimated. The work consists of an introduction, three chapters and a conclusion. Author's research has allowed to develop a system of non-financial motivation. Analysis of implementation of effective contract showed an increase of efficiency of work of employees of scientific and research organizations in the health care sector. Results of the study can be practically applied in research areas of health care organizations to improve the system of motivation and stimulation of employees.
