Human health is not only a personal property, but also the basis of a prosperous development of society as a whole. Human health is not merely the medical category. The Preamble to the Constitution of the World Health Organization defines health as "a state of complete physical, mental and social well-being" [52]. This approach to the understanding of health takes into account not only the medical records such as the absence of disease, as the social aspects of an individual's life. The preservation and strengthening of health largely is the personal responsibility of a citizen, as health is affected by both the level of medicine and the lifestyle: giving up bad habits, high physical activity, proper nutrition. To identify the main motives of citizens choosing "healthy behavior" (or a healthy lifestyle) I conducted a sociological survey of Moscow inhabitants. The main reasons for maintaining a healthy lifestyle were revealed according to respondents' answers. Recommendations to public authorities to improve the state policy in the sphere of HLS were drawn out. In my opinion, the state needs to create the conditions for leading the healthy lifestyle more than just to influence on the development of the public health service. A Moscow regional programme for the compensation of the lost revenue due to the provision of health and fitness and sports services to the employees of enterprises in Moscow in the organization of sports clubs on the premises for companies with state ownership was developed in order to involve a larger number of people in doing physical training and sports leading the healthy lifestyle.
