Talent Management in Public Sector: Peculiarities and Perspectives

Final qualifying work is devoted to research on the possibility of the implementation of talent management practices in the public sector of the Russian Federation. The aim of this work is to reveal the possibility of using the talent management practices in the public sector of the Russian Federation. To achieve the goal we need to fulfill these tasks: review the concept of talent and talent management; consider talent management practices; consider human resource management especially in public sector; identify talent management features in the public sector in different countries; identify the problems associated with the use of these practices of talent management; analyze the opportunities and challenges of the implementation of talent management in the state sector of the Russian Federation at the moment with the help of the survey and the legislative framework; analyze talent management perspective in the public sector in the Russian Federation. The main research methods used in this work are document analysis, synthesis, generalization, comparison, carrying out the survey. The research proved the possibility of the partial implementation of talent management practices in the public sector of the Russian Federation. Thus, at present the following practices or their elements can be put into the public sector: the recruitment system, development and education programs for civil servants, assessment system, bonus system. The structure of the work is logically related introduction, three chapters, conclusion, bibliography and appendix. Final qualifying work includes: pages - 62, figures - 6, tables - 1 application - 1.
