Development and Formation of System of Qualication Requirements on Professional Activities of Civil Servants

The purpose of this work is to explore Russian and international experience of forming systems of qualifications in the civil service. The paper describes theoretical and methodological bases of development of qualifications systems and approaches to their formation. In this paper was wrote the comparative analysis of qualifications systems in Russia, the USA, Australia, the United Kingdom and Canada. Were given recomendations for partial use of foreign methods of formation of qualifications systems, for the development and the formation of a system of qualification requirements on professional activities of civil servants and for the optimization of methods of selection for the posts of state civil services.
