Abstract In this scientific paper we investigate the health care payment methods in the compulsory health insurance system. The first chapter discusses the key approaches to health care payment, describes the strengths and weaknesses of the methods. Formulated the problems associated with the organization of accounting and payment of treatment cases, providing medical care in a variety of settings: outpatient, day time hospital and day hospital. The second chapter describes the problem of non-communicable diseases, diabetes mellitus as the main cause of mortality. Systematized data on this nosology by federal districts. Determines the degree of influence of changes in the tariff policy on the number of population served. The empirical basis of this work served the information from the Federal Fund of compulsory health insurance for the 2013-2015 period.
