The target of the research is to perform the quantitative evaluation of housing market in Russia and Saint-Petersburg and to identify the instruments of government regulation of housing market for increasing its affordability. The relevance of the work is determined by identifying specific characteristics of housing real-estate as an economic good, detecting theoretical approach to housing market equilibrium and developing practical principles of its government regulation. The scientific novelty of the research is the statistical analysis of the observed trends in housing market, the dynamics of its affordability for the public and the instruments of public administration applied to the market. Research results educe the rational solution to increase the housing affordability in Russia with the help of tools of government regulation; it will ease social tension and support available housing reproduction process. Results of the thesis can be considered by public authorities and used for research works and scientific disciplines in the sphere of economics and public administration.
