Pricing in the Construction of Facilities for Public Use on the Example of Procurement in the Moscow Region

Pricing in construction is complicated, because it consists of a number of interrelated processes. A more detailed study of pricing in this area will make the process of public procurement of construction work more efficient. The object of this is study the process of procurement of construction works for public use. The subject of the research is pricing in the construction of facilities for public use and the process of determining the initial (maximum) price of the contract. Hypothesis of the research: the pricing of the construction of facilities for public use is effective and enables the procurement of construction works at prices that are comparable with the market prices. The aim of this work is analysis of the pricing in the area of construction of facilities for public use on the example of procurement in Moscow and in Moscow region and expert evaluation of the determination of prices on the construction of facilities by the ratio of these prices with budget appropriations and market rates for similar work. Results of the research: - There is no uniform method of calculating the limits of budgetary appropriations allocated in accordance with the targeted investment program for the construction of the facility. - The hypothesis put forward in this study confirmed, as pricing in the construction sector is effective and enables the procurement of construction works at prices that are comparable with the market. - - One of the effective ways to increase the efficiency of pricing in the construction industry, is phased procurement of construction works, but this measure has some significant drawbacks.
