Municipal Authorities in Conflict between Corporations and Civil Society on Environmental Issues

Conflicts of mining corporations and local communities are on the rise. This paper explores the features of the functioning of local authorities in conflict corporation represented by UMMC and local communities by the example of the construction of the mine in the Voronezh region, the analysis of interaction patterns and identifying problems. In our study, we used primarily structural-functional approach to the study of the interaction of stakeholders, as well as a systematic approach to the analysis of the problem situation. As empirical methods we have a secondary analysis of the data were used (materials expedition observations under the leadership of Prof. S.G. Kordonsky and Y.M. Plyusnin;. Institute of Sociology of the Russian Academy of Sciences reports), an independent data collection, the collection and analysis of statistical data, forecasting. In this work we had considered case of conflict of local authorities, corporations and local communities from the perspective of an interdisciplinary approach; problematic situation has been considered from the point of view of the theory of social conflict; It was an analysis of the current situation on the basis of the expert survey and surveillance, as well as official statistics. Relevance of the work consists of applying a multidisciplinary approach to the study of conflict situations, to provide objective conclusions and to make recommendations for local authorities and public bodies, implementing policies in this area, as well as for ukovoditeley corporations and representatives of local communities for the purpose of constructive conflict resolution.
