Stakeholders Management in Large Infrastructure Projects on the Basis of Indicative Response

The paper discusses some issues of governance of stakeholders of major infrastructure projects. Elaborated the existing models of managing the stakeholders of major infrastructure projects in terms of applicability in the implementation of major infrastructure projects. The novelty of this study lies in the fact that, in this study: • Model of stakeholders management of large infrastructure projects that allows to take into consideration such features as "long-term implementation" and "lack of time for planning" has been developed; • As a complement to the process of "actualization the forecasts of behavior of stakeholders, and stakeholders management strategy" the tools of indicative response, allowing on the basis of monitoring factors affecting the position of the stakeholders to prevent the project management team from the possible loss of the relevance of forecasts the behavior of stakeholders and management strategy have been proposed. The paper includes both works of Russian researchers in the field of project management such as G.L. Tsipes, Gergert D.V. and foreign researchers such as Olander S., Karlsen J.T., Flyvbjerg B., Walker D. The paper also used project management standards P2M and PMBoK.
