This Master dissertation is dedicated to the use of public-private partnerships in the implementation of traffic enforcement cameras projects. Today, there is no unity in the choice of approaches, forms and conditions of agreements for the implementation of such projects with joint participation of business and government. Using examples of traffic enforcement cameras projects in the Russian regions we reviewed forms of interaction between private and public sector, determined the main features of existing practices and identified opportunities for the development of PPP tools in this area. The recommendations for enabling the PPP mechanism in the implementation of traffic enforcement systems in the regions, in particular in terms of selection of the optimal form of contract and key conditions for the effective implementation of such activities, provide practical importance for the future of the traffic enforcement cameras projects based on public-private partnership.
