Regional Policy in Telecommunication System

This research examines the sphere of telecommunications on the example of e-government in the regions. Nowadays, the implementation of regional policy in the domain of telecommunications is not sufficiently constructed. In the initial stage there is an analysis of the literature and research on this topic. The situation in the telecommunications market was based on the analysis of legal acts and studies; it was also considered regional policy abroad. In addition, a comparative analysis of regional policies in the field of telecommunications was made. The paper defines the main directions of the regional policy in the framework of e-government in the Perm region, followed by an analysis of the major projects in the framework of the program «Development of the Information Society» in the Perm region. Problems and risks arising from the implementation of e-government were identified in the base on the study. By dint of the results obtained after conducting online -survey and structured interviews, it has developed a number of recommendations and arrangements to improve regional policies in the sphere of telecommunications.
