The Impact of Informational Openness on Budget Implementation in Russia on Regional Level

The paper contains research that observes impact of informational openness on budget spending in Russian Federation at the regional level. The year 2009 is significant in the context of this research because of federal law’s №8 signing. One of the main points of this law is the point 1 from10th section. It declares obligatory disposal of information about governmental activities in the Internet by using web-sites of governmental organizations. Policy aimed to developing of governmental informational openness and effects of this policy is still the object of discussion. The most popular point of view in academic literature is that high level of informational openness within the government leads to decreasing of corruption’s level. Corruption may apply such forms as stealing financial resources from the budget by officials or useless spending of financial resources that leads to ineffective activity of bureaucracy. Thus this research contains an attempt to define how informational openness of regional bureaucracy can influence budget spending in subjects of Russian Federation. Qualitative data about transfers has been collected in the data-base of the united portal of the Russian budget system called “Electronic budget” Data about informational openness of the regional bureaucracies (higher executive governmental organizations) has been collected in the data-base of the project “infometer.org”. Qualitative research has been carried out by using statistical strategy of research. The method of linear regression has been used during the research.
