State Regulation of Socio-Economic Development of The Arctic Resource-Extracting Regions (by The Example of Yamalo-Nenets Autonomous District)

This paper deals with the analysis of the methods of state regulation of social and economic development of resource-extracting regions of the Arctic (by the example of Yamal-Nenets Autonomous region). They were identified problems of development of the Russian Arctic regions under conditions of intensive development of natural resources. The author discusses the prospects of development of arctic tourism in the Yamal-Nenets Autonomous region as a possible sector of territorial specialization. In this paper were identified main trends and risks of the Arctic projects using public-private partnership mechanism. The author discusses the prospects of creating special economic zones in the territory of the Yamal-Nenets Autonomous region on the principles of public-private partnership. Much attention is paid to the development of recommendations to improve the methods of state regulation of social-economic development of Russia's Arctic regions.
