Practicians of Interaction of the Regional Commissioner for Human Rights with Public Authorities: Experience of the Northwest

The graduate paper is devoted to factors that effect on cooperation between regional ombudsmen and state authorities and to models of this interaction. The geographic area has been narrowed to 4 entities situated in the Northwestern Federal District: Saint Petersburg, the Novgorod region, the Arkhangelsk Region and the Kaliningrad Region. An interaction between regional commissioners for human rights and public authorities is very important for consideration of ombudsman’s recommendations in the decision-making which is implemented by power structures. Despite the numerous publications devoted to the analysis of the regional ombudsmen activity, as well as publications considering factor yet. This research aims to fulfill the existing gap. To reach the main goal of this project and answer the research question we will use the following methods: interviews, document analysis, law enforcement monitoring, method of involved observation and modeling method. This research consists of an introduction, two chapters, five paragraphs and a conclusion. The first chapter devoted to theoretical aspects of ombudsmen activity and its cooperation with the authorities. The second chapter contains the practical part, in which the practices of the regional commissioner’s participation in decision - making analyzed, identifies forms of interaction presented in regions, and suggests model of interaction. Key words: regional ombudsmen, decision-making process, cooperation, government authorities.
