The bank's capital has several functions, one of which is the protection function. After the crisis of 2008 found that the major problem of banks is not sufficiently high level of equity. In order to reduce probability of occurrence of similar problems in the future, the Basel Committee on Banking Supervision has developed new regulatory requirements for banks - Basel III. The paper will deal with the analysis using countercyclical buffer. Due to the fact that the Basel came as recently as a few countries have started to use it today. Russia has become one of the first countries that have announced intentions to gradual introduction of its provisions and their implementation by banks on a mandatory basis, the basis of which, this study is relevant because it helps predict the possible outcomes of the introduction of the new requirements. For the purpose of this paper I define the use of countercyclical capital buffer by the example of our country and analyze the experience of its introduction in Spain, to identify the consequences that will affect the economic development of Russia. Within the empirical part of my work I will consider the model of accumulation bank capital buffers. As the time frame for the model has been selected from 2009 to 2015, as the earlier statistics are not published.
