The Non-Competitive Behaviour in the System of the State Order

Annotation The thesis scrutinizes the non-competitive behaviour of economic agents on the market of state order of the Russian Federation. The research is relevant as if the tender does not meet the principles of purchasing system and in particular normative – legal acts the customer’s welfare is on the decline. In fact the system of state order undergoes the great number of delinquencies. The following part provides the analysis of the municipal market of automotive and diesel fuel. The primary item concerns regarding agents’ behaviour in the process of state order. The tender procedures have been investigated for five years. In order to visualize contractual relations between customers and providers of goods the graph should be constructed. The applied illustration helps evaluating to what extent contractors and tenders’ organizers interact. Apart from mentioned point, the correlation of providers is regarded too. Agents are distinguished by the volume of order municipal structures place or, on the contrary, fulfill as well as by the product categories the goods refer to. On the basis of constructed graphic model the hypothesis is assumed to be true: the considered market is presented by the small number of firms with great market power.
