The Impact of Implementation of Paid Parking on the Balanced Development of the City

Over the past two decades cities transformed into a vast agglomeration. Such a concentration of people causes inefficiency of the economy, environmental degradation and low quality of life, which determines how a particular city is livable. This is one of the determining factors is the impact of urban transport systems that reflect the common challenges of developed societies, such as the dichotomy of public and personal interests. The desire to satisfy the interests of road users and to solve transport problems of the city are completely incompatible for the reason that every car owner wants to have sufficient space for movement and parking. Long-term adherence to this policy will lead to excessive expansion of the road network, which will significantly reduce the environmental quality of urbanized territory and the effectiveness of its functioning. The relevance of this work relates to ongoing large-scale reconstruction of the streets of Moscow and the policy of the Department of transport to change transport behaviour of citizens aimed to create livable city. Based on the successful experience of European cities, this paper evaluates the impact of measures on the introduction of paid parking on the urban environment.
