Types of Civil Service: Interconnection, Similarities and Differences, Specifics

Public service is one of pacing factors of successful and effective functioning of executive power of the Russian Federation, and forms a basis for all government in general. For this reason the organization of public service requires close attention, everyday life of each citizen of the Russian Federation depends on competent actions of public servants. Object of research. Object of this research is public service as institute of the right of the Russian Federation. Object of research. Object of research are administrative and legal processes in public administration. Purpose and research problems. Main goal of operation is research and the analysis of articles of the Constitution of the Russian Federation and other normative legal acts connected to public service for detection of mismatches and disagreements of the current legislation of the Russian Federation. For achievement of the purpose when writing the thesis the tasks were set: 1) to define legal status of public servants. 2) to understand by what criteria operation of public servants is estimated. 3) to analyze the international experience in the sphere of public service. 4) to explicitly consider the right of citizens for equal access to public service, to select categories of persons who can become public servants. 5) to study process of passing of the public civil service. 6) to find mismatches and disagreements in the legislation of the Russian Federation in the sphere of public service. 7) to work out possible decisions and sentences on change of the current legislation of the Russian Federation.
