Improvement of Evaluation Methods of Social Programs at the State Level in the Russian Federation

This project is devoted to the problem of evaluation programs in the social sphere. The purpose of this study is to develop proposals for improving the methods of evaluation of public social programs in the Russian Federation. Recommendations are based on the example of the state program «Patriotic Education of Citizens of the Russian Federation», because this program is most clearly reflects the basic problems of evaluation of programs in the social sphere. The methods of theoretical modeling, analysis of legal documents and quantitative analysis of data using statistical analysis package SPSS Statistics are used to achieve the purpose. These methods and consultations with representatives of the executive authorities have allowed to identify the main problem areas in the evaluation of state social programs and put forward proposals for modernization evaluation system. Several tasks have been accomplished. The importance of evaluating the public social programs has been proved. Problems of them evaluation have been concretized. Recommendations for improvement the evaluation of programs in the field of patriotic education have been developed. According to research done the following conclusions have been obtained: 1) The system of evaluation of public programs is an integral part of the state programming, but there is no uniform method of evaluation of government programs; 2) Problems in the formation of indicators of the effectiveness of the program hinder the improvement of the public system programming; 3) Evaluation of programs in the social sphere is particularly complicated; 4) It is important to involve stakeholders in the process of evaluation of social programs; 5) It is necessary to specify the social sphere and classified government programs in this area; 6) It is necessary to improve the methodology for evaluation social programs in the instrumental and organizational directions. It is reflected in the recommendations.
