The successful dialogue between business and authorities in Russia contributes to the development of the private sector and prosperity of the state. One of the tools of the interaction between the business community and representatives of authorities is the use of the mechanisms of GR-project management (including promotion of legislative initiatives). This paper discusses the theoretical aspects of the civil service and work in GR departments of Russian oil companies, which are the largest taxpayers in the country. The unity of the principles of selection of personnel for these types of professional activity due to the similar requirements established contacts in government agencies, to understanding bureaucratic procedures and the length of experience of service. As a result, there is a "glass door", which is manifested in the fact that employees of GR-departments of the companies are former government officials. Principles of interaction of GR-managers and public servants are considered in this study on the example of the case of promotion of the draft law on the transition to the tax on financial results in the oil and gas industry, which was carried out jointly by the Ministry of energy and GR departments of Russian oil companies and, above all, was aimed at overcoming administrative barriers of the Ministry of Finance. Excessive bureaucratization of the state service in Russia is a cause of unity of the ethical problems in this institution, and in GR-management, which are associated primarily with the "conflict of interest". The application of the provisions of the concept of New Public Management in the administration of the civil service avoids the potential risks of corruption and prerequisites for lobbying.
