Human Resource Management in a Public Educational Organization: Problems and Solutions (on the Example of a Moscow Public School)

The paper studies the question of personnel management in public schools in Russia. The main purpose of the project is to define the most significant problems of present personnel management system in public schools and determine corresponding methods and instruments to solve them. The research is based on the analysis of theoretical and judicial literature, a survey and several interviews. On this foundation, a theoretical framework of personnel management process is constructed, and then supported by the practical evidence from one of Moscow public schools. As the conclusion, several solutions to raise the quality and effectiveness of school personnel management process are suggested.
