The Impact of the Legal Regulation on PPP Projects

The PPP Law adopted to date in more than 70 regions of the Russian Federation. Why do we need a special law on PPP №224-FL "On public-private partnership, municipal - private partnership in the Russian Federation and the Introduction of Amendments to Certain Legislative Acts of the Russian Federation», which was adopted in June 2015 and entered into force in January 2016, if the regulation of contracts between the state and private business is carried out by the legislation on public procurement? The purpose of this study is to identify the parameters that influence the implementation of PPP projects. The paper presents the construction of rmultivariate logistic regression based on data taken from the official statistics by regions of the Russian Federation in 2014. As an empirical basis was formed by a sample of 45 regions, 10 of which are being implemented PPP projects, but there is no corresponding law of the PPP, and the remaining 35 regions adopted PPP laws. As a result of the research the author comes to the following conclusions: in the implementation of PPP projects in the Russian regions affected by such factors as: the average GRP of the region, the rating of investment attractiveness of the region, the quality (conceived) adopted the Law on PPP in the region and other macroeconomic factors.
