State Regulation of the Reconstruction of Historic Buildings (Case of St. Petersburg)

Modern trends in urban development characterized by the increase of the reconstruction rates in historical districts of city. Features, which existing in state regulation of urban development, require a change to be able to interact with the trends of the post-industrial world. At the same time the reconstruction contributes to the preservation of architectural heritage, the development of city infrastructure, rational use of the central areas of the city, promotes tourism and investment attractiveness of the city. In some cases, reconstruction may lead to the destruction of historical and cultural monuments, which are valuable for the city. A case of embezzlement of funds in the restoration of important cultural objects has caused much publicity. It confirms the presence of unsolved problems in this area. In practice, there is inadequate interaction between participants of the process of reconstruction, as well as there are problems of its regulation. In this study, we analyzed the experience of St. Petersburg in the reconstruction of historic buildings. On the basis of the reviewed cases, a general model of the process of reconstruction of historic buildings in St. Petersburg was proposed, problems of its implementation were highlighted, as well as recommendations of improving the situation were suggested, such as - improvement the forms and methods of the work of state bodies, adjustment of the regulatory framework, improvement of the interaction between business associations with other participants of the process, and public involvement in the process of reconstruction of historic buildings.
