Industrial Policy as a Management Tool for the Technological Progress in the Long-Term Economic Growth Models

In the first part of the thesis provides an overview and analysis of economic growth patterns, shown the importance of the factor of technological progress in order to achieve long-term economic growth. In the second part of the thesis analyzes the properties of the source of technological progress - the knowledge and innovation, thanks to which they can be categorize as public goods. Through the analysis of the above mentioned properties of knowledge, in the second part of thesis we concluded of the necessity to implement special measures from the government, aimed at the formation and development of conditions for the development of R&D sector which has a decisive influence on the pace of technological progress and economic growth. In the third part was considered a tool for implementation of the above measures of state support for technological progress - industrial policy. Showing the history of the term, the relationship with the provisions of the theory of economic growth and the knowledge economy, classification of industrial policy types, a list of basic industrial policy tools, and individual cases, including Russian case. In the empirical part of thesis through the multiple regression analysis method was carried out comparative study of four types of formalized public policy aimed at economic growth. It was found that industrial policy is one of the most effective tools for economic development.
