New Methods of Financial Support for Capital Investments from the Federal Budget

The legislation of the Russian Federation in sphere of capital investments at the expense of the resources provided by the federal bugdet has begun developing relatively recently. Using the text of new projects of laws, which were accepted since the end of 2013, the author describes the changes in regulation of the budget investments and subsidies in objects of capital construction. One of the most importants changes is the statement about the transferring the authority of the state customer to the state (municipal) organization. Besides, the author researches the changes in the regulation of the money provision to the state corporations (companies). As it seems, the goal of such changes is the improving of the transperancy of the money provided for the subsidies and making the situation with the controllability of such type expenditures on the whole.
